Based on the urgent housing need in the Western Cape, the N2 Gateway Project was approved by Cabinet on 18 August 2004 as a pilot and lead project in the new Sustainable Human Settlement Development Strategy of the Department of Housing. The project was a joint initiative between the three spheres of Government, namely the National Department of Housing, Western Cape Provincial Department of Housing and the City of Cape Town. The Delft Symphony Development was one of the subsidy housing projects. The area is situated in the larger Delft area on the Cape Flats, directly to the east of the Cape Town International Airport. The Belhar residential area is situated to the north of the area opposite the Stellenbosch Arterial and The Hague and Leiden residential neighbourhoods directly adjacent to the area to its east. A total of 6 242 single title residential erven were established for the development of detached units, row houses and mostly semi-detached units. The size of erven varies between 80m² and 120m². A further 13 high density residential erven for the development of 644 sectional title units (three storey walk-up flats) were established. The planning process commenced with the Urban Design Branch of the City of Cape Town, endeavouring a comprehensive exercise in the preparation of an Urban Design Framework. The Urban Design Framework served as a guideline for the detail planning and design of the area and housing typologies. The purpose thereof was to introduce an innovative way of housing delivery that not only addresses low cost housing development, but also creates a good quality, integrated and dignified human settlement. Following the handover of the Urban Design Framework to the Ibuyile Consortium and subsequent to the above process, amendments to the Urban Design Framework were necessitated. The consortium´s urban designers were thus required to finalize and amend the Urban Design Framework. Simultaneously with the finalisation of the Urban Design Framework, a detail Layout Plan was prepared. During the preparation of the Urban Design Framework and Layout Plan, various consultation sessions were held with the role-players mentioned above. Project Team (professionals only):
